Petroci Holdings Ivory Coast, (“Petroci”) is a national oil and natural gas producer in Côte d’ Ivoire. Petroci has identified the need to appoint an engineering consultant to provide recertification services for the S3 Sphere, a 8000 m³ Liquified Petroleum Gas (LPG) vessel, located in a tank farm situated in the Ivory Coast.  

Petroci has shortlisted EPCM Consultants (Pty) Ltd. (“EPCM”) to provide the technical expertise and project management services on this project. EPCM can provide the required engineering consulting, Non-Destructive Testing (NDT) and construction management services for this project.   

Services provided:

There are three main work components: 

  1. Identification of the services for the reclassification of the sphere. 

The scope of work include: 

  • Site inspection and recommendation report on the required modifications / refurbishments to be conducted including condition/defect results and repair/replacement work required for defects identified;
  • Provisions of a recommendations for required modifications / refurbishment works  
  • Development a budgetary cost report based on preliminary BOQs developed for repair/replacement/modification work.   
  1. Detailed technical specifications 

The scope of work include: 

  • Preparation of technical documentation for the tender for the completion of the recertification work. Commercial and administrative documents for the tender is assumed to be provided by PETROCI. 
  • Assist with the technical and financial adjudication of the received bids. It is assumed that PETROCI will manage the tender process, liaise with contractors and communicate with contractors during the tender process.  
  • Assist with the selection of the shutdown contractor through a recommendation report.  
  1. Supervision, coordination, and planning of the works 

The scope of work include: 

  • Development of detailed execution schedule for the services. 
  • Construction management and coordination of the works.  
  • Supervision of the following services to be provided by the contractor:
    • Draining, cleaning and degassing of sphere 
    • Regulatory inspection and control and NDT 
    • Coating work 
    • Piping and boiler works 
    • Civil works 
    • Re-tanking works 
    • Electricity and tank instrumentation design 
  • Overall contracts management. 
  • Assistance in close-out documentation.
